The Palestinian Ministry of Public Works and Housing and the United Nations Office for Project Services on Monday signed a memorandum of understanding aimed at accelerating infrastructure recovery and reconstruction efforts across the Gaza Strip and the West Bank.
The agreement, signed by Public Works and Housing Minister Ahed Fayek Bseiso and Karuna Herrmann, establishes a framework for cooperation focused on rebuilding essential infrastructure and strengthening housing and public works systems.
Under the deal, UNOPS will provide technical advice, operational expertise and support in mobilising resources, while the ministry will lead implementation in line with Palestinian national priorities. The partnership targets urgent infrastructure needs, with an emphasis on sustainability and local ownership.
Key areas of cooperation include early recovery and reconstruction in Gaza, particularly road networks, public buildings and housing, as well as the development of transitional shelter solutions for displaced families. The agreement also covers housing initiatives for low- to middle-income households in the West Bank.

The two sides will work to improve supply chains for construction materials, including facilitating imports through transparent mechanisms and promoting the recycling of debris generated by conflict. The partnership also includes the development of advanced geospatial systems, using satellite imagery and data analysis to assess damage and prioritise interventions.
In addition, the agreement capacity-building programmes to enhance expertise in geographic information systems, spatial planning and contract management.
Bseiso said the agreement reflects a shared commitment to strengthening coordination and advancing reconstruction efforts. “The partnership aims to support infrastructure reconstruction and development efforts in the West Bank and Gaza Strip, enhancing service delivery, strengthening resilience and advancing sustainable development,” he said.
Herrmann said the agreement would help translate recovery priorities into practical, large-scale solutions. “UNOPS is proud to leverage its global expertise in infrastructure, procurement and project management to support the ministry’s leadership and help advance resilient infrastructure for Palestinians,” she said.
The memorandum will remain in effect for an initial five-year period, providing a framework for long-term project implementation and engagement with international donors.
