Israeli Estimates: Hamas Regains Control in Gaza and Rebuilds Its Capabilities

 Israeli security estimates indicate that Hamas continues to regain its presence in the Gaza Strip, particularly in administrative and policing areas, at a time when the Israeli military emphasizes the need for an independent plan to deal with the resistance’s arsenal.

According to Channel 13 Israel on Tuesday evening, warnings have recently been presented to members of the cabinet, indicating that Hamas is “rebuilding its strength and restoring its capabilities,” returning to “near-total control” over wide areas in the Strip.

The report stated that the Israeli army provided ministers with data showing that 13 out of 25 municipalities in Gaza have fully resumed operations, and Hamas-affiliated police have returned to deploy and establish internal checkpoints.

Security assessments also indicated that the movement has begun working on “repairing central infrastructure and restoring its image among Gaza residents.”

Israeli military officials were quoted by the channel as saying: “It cannot be ignored that Hamas is rebuilding its strength and capabilities in the Strip. Israel must formulate an independent operational plan for disarmament, as the American plan does not address this challenge.”

Meanwhile, delegations from Egypt, Qatar, and Turkey, mediators alongside the United States for the Gaza ceasefire agreement, met in Cairo on Tuesday to discuss the second phase of the agreement, according to official Egyptian media.

Al-Qahira Al-Ikhbariya, a channel close to Egyptian intelligence, reported that the meeting included the heads of Egyptian and Turkish intelligence as well as the Qatari Prime Minister, discussing “ways to intensify joint efforts” in coordination with the United States to “ensure the successful implementation of the second phase of the ceasefire agreement” between Israel and Hamas.

The Cairo meeting came two days after a high-level Hamas delegation met with Egyptian intelligence chief Hassan Rashad to discuss the second phase of the truce. This phase includes disarmament of Hamas, establishment of a transitional authority, and deployment of an international force composed of foreign troops to maintain stability in Gaza.

The mediators agreed on Tuesday to “continue enhancing coordination and cooperation with the Civil-Military Coordination Center,” a monitoring and management center for the ceasefire agreement established by the United States and its allies in Kiryat Gat, southern Israel.
