Agencies — The United Nations Security Council late tonight adopted the draft resolution submitted by the United States regarding the Gaza Strip. The resolution was supported by 13 members, while Russia and China abstained.
The resolution welcomes U.S. President Donald Trump’s plan to end the war in Gaza, issued on September 29, which includes establishing a permanent and comprehensive ceasefire in the Gaza Strip, allowing the unobstructed entry and delivery of humanitarian aid, and launching the reconstruction of the enclave.
It also refers to “establishing a credible pathway enabling the Palestinian people to exercise self-determination and establish a Palestinian state.”
The resolution further calls for completing reforms within the Palestinian Authority, noting that advancing reconstruction efforts could help create conditions conducive to self-determination and the establishment of a Palestinian state. It also stresses the need to resume assistance to Gaza in cooperation with the Peace Council and ensure that such aid is used exclusively for peaceful purposes.
The resolution authorizes participating states and the Peace Council to establish operational entities with international powers to administer transitional governance.
It also stipulates the creation of a temporary international stabilization force in Gaza, operating under unified command and in coordination with Egypt and Israel.
The stabilization force will work to disarm Gaza, protect civilians, train Palestinian police forces, and secure humanitarian corridors throughout the Gaza Strip.
The resolution affirms that the situation in Gaza poses a threat to regional peace and the security of neighboring states, and it references previous Security Council resolutions related to the situation in the Middle East, including the issue of Palestine.
It emphasizes the importance of fully resuming the entry of humanitarian aid into Gaza, in accordance with relevant principles of international law and through cooperating organizations, including the United Nations, the International Committee of the Red Cross, and the Red Crescent.
The resolution also calls on the World Bank and other financial institutions to facilitate and provide financial resources to support Gaza’s reconstruction and development, including through the establishment of a dedicated trust fund managed by donor entities.
