Washington Officially Distributes Draft Resolution on Gaza to the UN Security Council

The United States has officially distributed a draft resolution to members of the United Nations Security Council addressing the situation in the Gaza Strip.

The draft calls for endorsing a comprehensive plan to end the conflict, outlining several political and procedural measures for managing the next phase.

It stipulates the creation of a “Peace Council” as a transitional body tasked with overseeing reconstruction and coordinating humanitarian assistance in Gaza.

The draft also proposes forming a temporary international stabilization force that would operate in coordination with Egypt and Israel to ensure the implementation of security arrangements.

Additionally, it requests the World Bank to establish a special reconstruction fund for Gaza that would remain active until the end of 2027.

The draft further conditions the assessment of reforms within the Palestinian Authority on the provisions stated in U.S. President Donald Trump’s plan for a political settlement.

According to a text reviewed by Reuters, the United States drafted a Security Council resolution that grants a two-year mandate to establish a transitional governing authority in Gaza, alongside a temporary international force assigned to help stabilize the enclave.

A U.S. official said representatives from Egypt, Qatar, Saudi Arabia, Turkey, and the United Arab Emirates would join the United States in implementing the plan, noting that this reflects broad regional support for Washington’s Gaza initiative.

The two-page draft allows the transitional council’s board to form an international force authorized to “use all necessary measures” to carry out its duties and maintain security in Gaza.

It remains unclear whether any amendments were made to the text before it was circulated among the ten elected members of the Security Council.

The resolution requires at least nine affirmative votes and no vetoes from the five permanent members — the United States, Russia, China, Britain, and France — to be adopted.

It is also uncertain whether Washington shared a copy of the draft with Moscow and Beijing before its official submission.

Roughly a month ago, Hamas and Israel reached an agreement on the first phase of Trump’s 20-point plan concerning Gaza, which aims to end the war in the enclave and secure the release of Israeli captives as part of a broader settlement to the crisis.
