A U.S. draft requests the United Nations to authorize an international force in Gaza for two years

 The United States has drafted a United Nations resolution that would grant a two‑year mandate to a transitional governing body in Gaza and approve an international force to stabilize the territory, according to a document seen by Reuters.

Diplomats said the draft — still under development and subject to change — has been shown to some states this week, but has not yet been formally circulated to the 15‑member Security Council for negotiations.

It remains unclear when Washington plans to submit it to the Security Council or put it to a vote.

Under the two‑page text, the transitional authority — called the “Board of Peace” — would establish a temporary international “Stabilization Force” in Gaza that is empowered to “use all necessary measures” to fulfill its mandate.

The Stabilization Force would be tasked with protecting civilians and humanitarian relief operations, securing border areas with Israel and Egypt, and supervising a newly trained and vetted Palestinian police force, which the international force would train and support.

The force would also work to stabilize security in Gaza “including through the disarmament of non‑state armed groups and the permanent decommissioning of weapons, where necessary.”

The draft resolution calls on the World Bank and other financial institutions to facilitate and provide resources for Gaza’s reconstruction and development, “including through the establishment of a dedicated trust fund managed by donors.”

A U.S. State Department spokesperson said that discussions with Security Council members and other partners on how to implement the Israeli‑Palestinian plan are ongoing, and declined to comment on the “allegedly leaked documents.”
