Palestinian local authority leaders affirmed on Monday that the situation in Gaza constitutes a genocide that must be stopped, and that Israeli occupation leaders should be held accountable.
The leaders stressed at the conclusion of their conference that local authorities have never been mere service providers, but remain a cornerstone of the national project, an integral part of its political and social structure, at the forefront of efforts to defend its principles on the ground, with legitimate institutional presence and direct connection to the people.
Reaffirming the essential role of local authorities, the union emphasized that their powers are fundamental and must not be undermined. It highlighted that revising the legal framework governing local authorities has become an urgent necessity, requiring a participatory process to update relevant laws and regulations, including the Local Authorities Law, the Public Procurement Law, and other related legislation within a defined timeline.
The union announced the formation of specialized committees under the administrative body as a practical step to implement this direction institutionally. These committees will review existing laws and practices, defend the authorities’ powers, and organize relations with the central government based on balance, integration, and reform. Key committees will focus on priority issues such as financial relations with the government, telecommunications companies, energy legislation, water facilities, electricity services, and crisis management.
The union stressed that moving toward decentralization is a strategic choice necessary to reinforce the role of Palestinian local governance as a central actor in the national framework. It called for developing a clear national framework for implementing decentralization, based on a specific timeline, sound legal and administrative principles, and adequate resource allocation. This approach aims to enhance local decision-making autonomy, enable councils to manage their affairs effectively, responsibly, and transparently, and improve the quality of services delivered to citizens, reflecting the significant responsibilities local authorities bear amid ongoing crises.
